American space exploration giant SpaceX has officially urged the Independent Communications Authority of South Africa, known as ICASA, to rethink its proposed satellite radio frequency fee rules.

The satellite operator warned that charging heavy annual fees on satellite ground terminals and user equipment will make high-speed space internet too expensive for everyday families.

By asking the government watchdog to adjust its payment formula, the firm aims to ensure that fast internet service remains affordable for schools, small farms, and remote communities across the nation.

The official public appeal was highlighted during hybrid regulatory hearings hosted by ICASA in South Africa on August 19 and 20, 2026.

The national communications authority organized the two day public session to review proposed updates to the Radio Frequency Spectrum Regulations and associated fee structures.

During the proceedings, satellite companies, local internet providers, and industry experts submitted official feedback regarding how new annual licensing charges will impact digital investments, business setup costs, and broadband access across rural regions.

The primary reason for SpaceX’s warning is that satellite technology works differently from traditional ground-based mobile towers.

While local cell phone towers cover specific city neighborhoods, satellite platforms like Starlink use thousands of small user terminals, ground stations, and mobile dish kits to connect homes directly to space.

If regulatory authorities treat every small satellite dish or network connection point like a massive, expensive radio station, the extra operating costs will force service providers to raise monthly subscription prices, locking out low-income rural households that need digital connectivity the most.

Explaining why satellite fee formulas must reflect modern high capacity technology, SpaceX regulatory representatives stated that “spectrum fees should encourage the deployment of modern satellite technology rather than penalise high bandwidth systems that bring broadband to underserved areas”.

Warning that high annual charges could discourage global space firms from investing in national communication infrastructure, company policy specialists emphasized that “excessive spectrum fees risk inflating the cost of satellite broadband for consumers and creating unnecessary barriers to digital inclusion across rural South Africa”.

Urging government officials to adopt fair payment rules that support local growth, satellite industry advocates added during the hearings that “a balanced fee structure will ensure South Africans benefit from reliable, low-latency satellite internet while enabling operators to expand coverage affordably”.

By asking ICASA to revise its proposed payment rules, SpaceX is pushing to make satellite internet accessible to everyone.

Keeping spectrum fees fair ensures that families, teachers, and small market traders living far from big cities can enjoy fast, reliable internet connections without paying high monthly bills.
