International GovTech company Kitsoft and the Smart Africa Secretariat have signed a Memorandum of Understanding to support digital transformation across Africa’s public sector.
The partnership will focus on three areas: Digital Public Infrastructure, e-governance and artificial intelligence, with both organisations planning to share expertise and support the development of digital public services.
Under the agreement, Kitsoft and Smart Africa will exchange practical experience in digital government, organise joint expert and educational sessions, and explore the use of low-code technologies to build and scale public digital services.
Smart Africa brings together 42 African countries and works with governments, technology companies and international organisations to advance digital transformation and the development of a single digital market on the continent.
Kitsoft, which has Ukrainian roots, will share its experience in using low-code technology to develop government services, including through its Liquio platform.
Liquio is deployed at the national level in Ukraine and has continued operating amid the country’s ongoing war and cyberattacks, including large-scale distributed denial-of-service attacks.
The company said its low-code approach allows governments to develop and scale digital public services more quickly while retaining control over their digital infrastructure.

Kitsoft’s open-source Liquio Community Edition can also be deployed on government-owned infrastructure and adapted to individual national requirements.
Kitsoft Chief Executive Officer, Oleksandr Iefremov, said the partnership would allow the company to share lessons from Ukraine’s digital transformation with African governments.
“Africa’s digital transformation must be built on ownership, capacity and solutions that respond to our own realities,” Smart Africa Director General and Chief Executive Officer, Lacina Koné, said.
Koné said the partnership would help member states strengthen their capacity to build and scale digital public services while maintaining digital sovereignty.
The collaboration comes as African governments accelerate the digitisation of public services and seek infrastructure and technologies that can support secure and locally controlled digital systems.
Through the partnership, Kitsoft and Smart Africa will seek to translate practical experience in digital government into solutions that can be adapted to the needs of African countries.
