Road to 2027: INEC Resumes Continuous Voter Registration with a Digital-First Drive

The Independent National Electoral Commission (INEC) has officially kicked off the final phase of its nationwide Continuous Voter Registration (CVR) exercise. This move signals the start of the high-stakes countdown to the 2027 General Elections, with the commission emphasizing a renewed push for a digital-led voting infrastructure.

The current phase, which commenced on May 11, 2026, is scheduled to run until July 10, 2026. This window offers a critical opportunity for millions of eligible Nigerians to join the electoral roll or update their records.  

To minimize the long queues and logistical bottlenecks that plagued previous elections, INEC is pushing a “Digital First” registration strategy.

1. Online Pre-Registration: Citizens are encouraged to use the INEC CVR Portal to initiate their applications. This allows users to fill in personal data, upload photos, and select their preferred polling units from their smartphones or computers.

2. Biometric Completion: Once the online portion is finished, registrants only need to visit a physical INEC local government office or designated center to capture their fingerprints and complete the process.  

3. Corrective Services: Beyond new registrations, this window allows voters to:

• Transfer registration to a closer polling unit.  

• Replace lost or damaged Permanent Voter Cards (PVCs).

• Correct errors in names, dates of birth, or addresses.

The “Digital Vote System” Drive

The 2027 drive is about more than just registration; it is part of INEC’s broader ambition to modernize Nigeria’s voting culture. According to commission officials, the data captured during this CVR exercise will be integrated into the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing Portal (IReV), which are being further refined to improve transparency.

“Our goal is to build a register that is not just a list of names, but a robust digital database that ensures one person, one vote,” stated an INEC representative during a stakeholder briefing in Ebonyi State.

Key Deadlines and Eligibility

INEC has urged citizens not to wait until the final week of July to register, warning that the deadline is firm to allow for the processing and printing of PVCs well ahead of 2027.

• Eligibility: Must be a Nigerian citizen aged 18 or older.  

• Hours of Operation: 9:00 AM to 3:00 PM, Monday to Friday (excluding public holidays).  

• Cost: The registration and issuance of the PVC are entirely free.

Restoring Public Confidence

Civil society groups and political analysts have hailed the early resumption of the CVR but have called on INEC to ensure that the technical glitches experienced in 2023 are fully resolved.

With over 9.8 million Nigerians initiating registration in earlier phases, the focus now shifts to completion. As the “Road to 2027” officially begins, the success of this digital-led registration drive will be the first major test of Nigeria’s electoral readiness in the post-reform era.
