The National Information Technology Development Agency (NITDA) has inaugurated the National Sovereign Cloud Initiative Implementation Taskforce (NSCI-ITF), as Nigeria moves from developing its sovereign cloud framework to implementing it.
The taskforce is expected to coordinate government agencies, regulators and industry stakeholders in the implementation of the National Sovereign Cloud Initiative, which is aimed at strengthening Nigeria’s control and protection of critical digital assets.
NITDA said the NSCI-ITF will coordinate regulatory alignment, institutional cooperation and the implementation of the initiative’s technical, assurance and investment frameworks.
It will also monitor progress and help address regulatory and operational challenges that could slow the development and adoption of cloud infrastructure in Nigeria.
The inauguration follows the introduction of key instruments supporting the initiative, including the National Cloud Computing Guideline, National Cloud Technical Guideline, National Digital Infrastructure Assurance Framework and National Cloud Investment Strategy.
NITDA said the taskforce will not replace the statutory responsibilities of existing regulators and government institutions. Instead, it will provide a platform for coordinating their roles and improving regulatory coherence during implementation.
The taskforce comes as financial institutions prepare to meet the Central Bank of Nigeria’s January 1, 2027 deadline for compliance with its cloud and data-localisation requirements.
NITDA has said it will work with financial institutions through workshops to identify compliant cloud solutions. The agency is also working towards an end-to-end certification framework covering cloud providers, infrastructure providers, system integrators and aggregators.
A portal listing certified providers is expected to be launched by October, giving regulated organisations a clearer way to identify providers that meet the required standards.
The development marks a shift from policy formulation to practical implementation, with financial institutions expected to be among the first sectors to test the effectiveness of the new framework.

Beyond regulatory compliance, the sovereign cloud initiative is intended to expand Nigeria’s domestic cloud and data-centre capacity, encourage private-sector investment and increase local participation in the digital infrastructure market.
The government is targeting significant private investment in cloud and data-centre infrastructure as part of its broader digital economy strategy.
NITDA has said the initiative is not intended to isolate Nigeria from international technology companies. Rather, it is designed to give the country greater control over critical digital infrastructure while allowing both local and global technology providers to participate in the market.
With the inauguration of the NSCI-ITF, attention now shifts to implementation, including certification, regulatory coordination, infrastructure development and investment in Nigeria’s cloud ecosystem.
